San - night time economy manager

Bollards or gates at the end of GHW - this is not happening due to the emergency services needing access. There is going to be the pavement built right out so it's wide enough just for one vehicle, it will look like its not really a road they should go down.

Portsmouth Uni - want to do some filming in GHW to do a video to attract new students. It is on a Tuesday coming up

Council stance on strip clubs - draft policy approved 24th February. 4 further consultation questions with closing date at the beginning of April. One of the questions will be about whether this policy should be placed on venues that are currently in operation. Police confirmed that there are very few incidents from these premises so they have put their input into the policy.
San will send a link round so people can put their opinions on line about this.

Elly - street pastors

Been training new recruits, another 12 have been trained over 2 weekends. Some joining the teams on the street this weekend but they have a further 6 months of training.
Both city centre and Albert road teams going well.
Funding is ongoing - if anyone is able to sponsor a street pastor please let them know. Over two years it costs ?10 a month so please speak to Elly if you want to help in any way.
Quiz is on hold for now as the quiz master has left to do training.


Police - Brian

Drugs in night time economy - needs to concentrate on this. Lots of cocaine out there and it's on the increase. New drugs policy has been sent out to venues. It relates to the powers we have on site, how to handle the drugs legally etc. Please make sure you all read and adopt the policy. Currently not seeing any knock backs for drugs, just alcohol and ID but it is out there. Venues needs to be contacting police with all drug issues.
Ensure all staff read the policy - police will be looking for evidence of this on their visits.
Drug amnesty bins is an idea in the area to try to tackle the problems.

Fast food outlets - it was noted slots that there are no representatives at the meeting. Bill emailed all of them with an invitation to join Pub Watch but has not had a response from anyone.

Minutes from last meeting - Bill will email them to Matt

Unlicensed door staff - one venue in the area has had a door man on their doors who was using someone else's licence. This person was charged with fraud. All venues need to make sure that they are checking their door staff are who they say they are and have a license.

CCTV - ensure it is only viewed by authorised people and not door staff, especially if they have been involved in the incident. This is a data protection issue and also can affect a case.


Wayne

Data figures for major incidents - GHW official figures 9/10 228 incidents, next year was 182, and this year so far 154 with one month to go.
GW 9/10 66, next year 77 then this year 75 with one month to go.

The displacement of incidents from GHW could be one of the causes of this.

All levels of assault with one month to go, already 500 up on last year.

Jubilee and Olympics - please start thinking now about likely plans and events and engage with Police licensing and event planning department. Early planning will get better support.

Court case - door staff were witnesses and they didn't turn up. The offender therefore walked free. Please ensure that if they are involved and are witnesses at court, as a representative of your venue you need to make sure they attend.
Jenna brought up the fact that Managers don't always know that the door staff have been called to court - we only find out if the door staff let us know. We need to make sure they are giving us this information so we can chase them up about it.

GHW venues and action plans - list is with Wayne now. Over the next week Wayne will meet with every venue and wants to know what is happening and when with definite commitments. Make sure this is still a priority and start to sell ourselves in a positive light.

- Safe space up and fully running now
- Thanks to venues who put the posters up, it did increase the intake at SS
- John sent out email so please reply about whether you want posters that could be more permanent.
- recap for those people who aren't aware what SS is about, it is a place for people to go if they are distressed, slightly injured, too drunk, need someone to talk to etc. Open every Friday and Saturday night from 10pm
- there will be a direct phone line to SS soon so when this is installed all venues will be given the phone number. For now use the PBCRP number.


Neeta - PBCRP

- looking at doing alcohol intervention course with the ambulance team, people who have been given the red cards for minor offences. It is currently run for people who have been arrested but this is a new idea to invite people who have been given the red cards, but also making sure it is the correct people who are invited on it. Hopefully up and running by next month
- need some more red cards or information on people causing issues in venues and sending them to Neeta. Please send her incident logs or red cards each week.
- CCTV are not a control for the radios, i.e. don't ask them to call the police for you, do it yourself. Turn the radio on during the days too when you don't have any door staff.


San Van - night time economy manager

- taxi marshalls update - contract is coming up for renewal at end of March. Need to decide how to progress to renew the contract. We would ask council to manage it again but they need 6 weeks to get people to tender. Everyone still happy with council to run it. However the council are not that keen to carry on running it. If venues close, the council are having to pay the deficit so it would have to be written into the contract to split the costs of the extra if others venues close down during the year. Perhaps bring this in line with Street Marshalls so the same team have extra duties as well as the taxi queue. Street Marshall idea is they get briefed on people who are barred from the area and deal with these people so our door staff don't have to. They would come in with the door staff briefing so they are aware of people who are banned, so we need to look at whether the meetings could be a bit later. Members brought up the fact that most venues have to have door staff from 8pm on their licence but Wayne has said that it would not be a problem if they are out of the venue for a short time and still in contact - it is for a good and worth while cause. All agreed that we should trial the meeting to now be at 8.30pm from Friday 17th (only for PBCRP members at the old safe space area - the Montgomery building)
- suggestion from Matt Debenham to get the late night takeaways to join the pub watch meeting and get involved. General consensus from the group is that they should be at the meetings. They get dealt with by the Police the same with regards to applying for extra hours etc so they should be involved in the same way. All agreed they should be in both parts of the meeting.
- Purple flag update - about changing the environment and bottom line policies. Lots of strategies that will affect us. More updates further down the line when there is more information


Wayne Fewings - Police

- 3 closed venues on GHW, just trying to find out if anyone knows anything about either V Bar, stadium or Drift in the City. It appears that Vodka Revs are now not interested in taking the Stadium bar site. If anyone hears or finds out anything please let the police know. Someone has shown an interest in the V Bar site.
- Carnage - went fairly well the last one but issues are pre loading of alcohol by the students. Having to police the event costs money, so the police will not be policing the next one. However responsibility is there to keep the standards up, opening SS and Managers ensuring no issues and they manage responsibly on that night and don't take advantage because the police aren't there. Next Carnage is the 4th March.
- door staff - we have responsibility for reminding our door staff about the handling of information with care and appropriately (i.e. from PBCRP) Also our door staff access to our CCTV and are not directly employed by us therefore they should not be looking at the venue CCTV. This is data protection and if we do watch it with the door staff for leanings it needs to be recorded.
- Brian has requested about Facebook bookings - it would be preferential that we get the names of the people who are in the party and not just Joe Bloggs plus 30, we get all 30 names. Bill said that everyone gets ID'd or refused for drunkenness anyway even if they are on guest lists so we don't see why this needs to be done, customers don't get straight in just because they say they are a guest list.
- Police have looked at and wanted to mention the suggestion of splitting the pub watch groups into GHW and GW. From the earlier meeting we all decided that we wanted to keep it as it is currently. Bill mentioned to Wayne about why we can't discuss GW problems in the current meetings even though we can discuss the GHW issues. Wayne has said that the main reasons is that there hasn't really been much incidents or concerns in GW as a collective but has been more venue specific. If there are more issues at GW now then it can be discussed in the one meeting. San explained that they don't get free access to the CCTV in GW so can't always pin point why there are issues or where they occur. We feel it would be counter productive to split up the pub watch group as we have worked hard to all work together.
- Data issues - there is a drop in violent crime over the city. However not in GHW area where there is actually an increase. More serious crime is reducing but more lower level crime is increasing. Keep on top of the work we are doing to reduce the issues and don't take our foot off the gas with this.
- GW issues - people drinking excessively then leaving the venues and going elsewhere. The numbers in GW of issues is growing. Putting on 4 More high visible patrols now until end of March. Early doors in GW then take over from the other officers in GHW.

AOB

Mal - mentioned about venues in GW that are pre drinking venues (restaurants but have bars) that don't come to pub watch. They won't be on the radar as having issues but customers will be drinking in there first then heading on out to other venues.
Perhaps other venues in GW who are in the pub watch could invite them to come along.

POLICE UPDATE ? MATT

- Mal asked Matt what he knew about the letter received by Guildhall Walk premises inviting them to a meeting. Matt wasn?t aware of the situation. We asked if he could find out some information about what to expect in the meeting as some venues are talking about bringing solicitors and if it is just a briefing it might not be needed. Matt said he will try to find out and let us know.

- Matt advised that he has done some posters about Drug awareness and bad behaviour in venues and Mal will pass these round for people to put up.

- As per the previous Pubwatch there has been an increase in mobile phone theft so we will also receive official posters for our venues to warn our customers. Also if anyone has monitors/screens it would be really good if they could put safety messages on these throughout the night, including warning customers to make sure they keep their belongings on them or put them in the cloakroom.

- Matt spoke to the venues in Gunwharf as there seems to be some confusion with what happens to customers who are ejected from the venue. They are meant to be passed to CSO?s but some venues take them directly to the taxi rank without handing them over as they don?t feel the CSO?s are particularly useful. There should be a meeting soon to discuss this issue with the venues in Gunwharf and the Management team.

- A few door staff from Guildhall have had trials for assault and have been found not guilty ? these are for Martin Ross of Club 8 and Ed Randal of Fuzzy Duck.

- There is an Orange order march in Southsea on Saturday 3rd September ? it shouldn?t really affect any of our venues but just to let us know. There is an affiliation with the EDL but it seems a bit more family oriented so shouldn?t cause a problem.

- There are now more new Pubwatch teams including Cosham, Portsea and a Football pubwatch.

- Matt confirmed that there are fruit machine thieves operating in the city again ? he will try to get us pictures of these. A few names that have come up are Anthony Sharwood, Craig Maw and Tommy Wheatcroft.

- There has been an increase of noise complaints from residents ? just be aware and if you have a complaint just turn your music down to save any hassle!

- Matt confirmed that 1st October cigarette machines will be illegal ? Trading Standards will probably come round to check so make sure you are compliant. Cut the plug off the machines if you still have them to show they are no longer in use.

PBCRP ? NEETA

- We brought up the issue that was raised in the members meeting about the Friday briefings being cancelled recently. Neeta advised this was only happening when she wasn?t on duty on the Fridays and would look into this. There are huge changeovers and they are getting a new database which will be up and running by next year so they are currently using the Police database to inform the door staff which customers are barred or causing trouble. This Friday the meeting will be held as normal.

- The people who have exclusions will have pictures and the venues will be given the list. The names that the door staff come back with after a Friday are just people who have been causing problems in other venues at other times so just to look out for them.

- Neeta will be sending out information about the new PBCRP Website and she would like all the venues to sign up and make sure they are using it.

- There will be a couple more conflict taster sessions for team members (not door staff) being held on 20th & 22nd September, either 10am-1pm or 2pm-5pm so if anyone is interested please let Neeta know. These courses have had great feedback already. You can send 2 people from your venue.

SAFE SPACE ? JOHN

- John advised that the building work will be finished a bit later than previously advised, hopefully next week sometime.

- Safe Space numbers have dropped over the summer as it has been a lot quieter in the town. However, the percentage of attendees not needing hospital has stayed fairly similar.

- John was not able to give us any update on Safe Space with relation to Stadium bar now not trading as the lease is tied in with that ? once he has more information he will let us know.

- John has asked that if any venue knows of any special nights or events they are running over Christmas that is different to normal to let him know. His rota can be fairly flexible so if there is a big event on he would be able to be around.

- Mal asked if John was aware of the dates of Carnage and Big Night Out, which he wasn?t, so Mal advised he would send those dates to him.

STREET PASTORS ? ELLIE

- Ellie has confirmed that this time of year is always a bit quieter and will get much busier when the students get back.

- The next street pastor quiz at The Trafalgar is on Tuesday 20th September. If possible could you let Ellie know whether you are attending as they get really busy and it is easier to know numbers before the night.

- There will also be a ball on 7th October ? more info to follow.

- Ellie thanked the venues who sponsor a Pastor ? Wetherspoons being the latest venue to do so.

- there will be some work being done to Safe Space in the next 1-2 weeks. Toilets being put in, small kitchen area, moveable screening.

- The proper launch will happen when all this has been finished

- John now has a pub watch radio ? his call sign is Mike Alpha. Obviously use 999 first for serious issues otherwise call John on the radio.

- They will be advertising the Safe Space more with a banner outside.

- John advised that the ambulance service is changing and will be run locally by a Trust. A Trust needs a certain amount of people to join (at no cost) but you need to live in the area. John handed out leaflets for everyone so you can join if you want to.

Ellie ? Street Pastors

- The City centre is going well overall.

- The teams were slightly unsettled after the incident last month when one of the Pastors was physically assaulted but they believe it was a set up. No other issues since then.

- All the new recruits are now fully trained and out on the streets.

- Ellie wanted to thank the venues who have sponsored a Street pastor ? Liquid, Yates, Roast Bar. They have also been sponsored by Diageo (drink manufacturer).

- Next quiz is at The Trafalgar on Tuesday 19th July ?2 tickets in advance or ?2.50 on the door.

- Wayne advised that since the Door staff issue has been highlighted and the video shown the number of door staff related incidents has dropped dramatically which shows this worked. There were some mixed responses to this and some venues door staff have been unprofessional and used Facebook to vent their anger. Venues advised that they found the CCTV meeting positive, it opened Managers eyes to some of the behaviour their door staff are displaying and to focus on how they operate. Wayne confirmed that he works in the way of guidance and support and people shouldn?t be afraid to speak about issues with Wayne.

- We discussed as a group how to deal with door staff who use Face book unprofessionally. Different venues say they already have policies in place and staff are aware that they are not allowed to put anything about their place of work on FB. We all confirmed that we would speak to our teams to make them aware of this.

- Crime numbers are down slightly and the seriousness of incidents has reduced. The most common thing is drugs ? the amount found has increased but this is positive as it is a direct result of venue diligence and awareness.

- Bill advised Wayne of the barrier situation and that Ricky at Roast Bar had volunteered to be responsible for them during the week.

- EDL Rally ? Wayne advised the route will incorporate Guildhall and Commercial Road but will give us more information nearer the time when they have it. There has been no intel to suggest there will be any major issues but obviously they will let us know if they get any further information.

Pat ? Street Pastors Update

- One recent incident involving a street pastor who got pushed over ? this is the first assault in the 4 years of street pastors

- The Safe Space is moving to the Hippodrome (next to Stadium Bar) and will be manned by the Ambulance service and not the Street Pastors. The Street Pastors will still have a radio link so will be contactable, and will most probably still use the Safe Space as their base but will keep us updated.

- Pat advised that the new team in Albert Road is going well and this may be increased to a Saturday and not just a Friday.

- The Safe Space flyers that we have now have the wrong phone number on them so please get rid of them.

- Pat wanted to pass on a message from Ellie ? thank you to the venues who have sponsored a street pastor. Also, the latest quiz was really good with lots of support.

John ? Community Health Practitioner Update

- The recent US Navy visit went well with no incidents involving the visitors.

- In the last month 26 people have visited safe space for medical reasons. Out of that number 11 went to hospital by their own way and only 6 needed an ambulance.

- John advised that the Safe Space came up for tender and the ambulance service won it. They have moved the location due to the new venue being on one level and not having any steps which is much easier for patients.

- Safe Space is on the same radio and the hours are the same 10pm-3am.

- Bill asked what would happen with Safe space if the ambulance team had to go off and deal with an emergency. Some times in the old Safe Space the ambulance would have to go off but the Street pastors were still on site to run it. John advised that there will be more ambulance staff and that they wouldn?t be able to leave Safe Space unattended so if there were no street pastors around then the Ambulance simply wouldn?t be able to leave anyway.

Steve and Keith - Police Update

Steve had some points that Sgt Fewings wanted to bring up:

-The weekend with the US Navy went well and the city was perceived in a good light. Great feedback from everyone involved so hopefully they will come back again in the future. Bill asked if we could feed this back to The News to show something positive in slots online spielen the city.

- 1 Punch Can Kill campaign ? police campaign was meant to be 4 scenes over 4 consecutive weekends. The first two were run but the second two couldn?t be run due to bad weather and low staffing levels. The feedback has been fairly positive from the 2 that they did run. Bill asked the question of what is the status of the campaign, how long do we need to be showing the posters for? Steve advised that he was unsure and would check with Sgt Fewings and let us know.

-Door staff complaints ? The Police are seeing an incredible number of complaints against door staff. They have CCTV of door staff doing things the police are not happy with. Sgt Fewings will be setting up a meeting with Licensees to show them the incidents. If incidents are able to be justified they will be written off, if not they will be investigated. There is no time frame for this yet but it will most probably be within the next few weeks as this is something that needs attention immediately. If your door staff are on the video you should do what you feel is appropriate. This is a city wide issues although primarily is affecting Guildhall area. The Police advise the door staff to wear the body cams as this is a great way of protecting themselves against false claims. Bill advised the Police that as a pubwatch group we have suggested that we hold a meeting with our door company representatives to advise them of the current situation and would this be possible for the police to attend. A date was agreed on Thursday 16th June to be held at Tiger Tiger at 3pm. Venue representatives and door company representatives are to attend. Each venue needs to invite their door company representative ? please make sure though that NO door staff themselves attend, just the company representative such as owner or area manager. Can the Door Company representatives please bring with them a list of door supervisors who work for them and their details to include the SIA numbers and contact details. ? UPDATE ONLY LICENCEES TO ATTEND PLEASE ? NOT DOOR COMPANY REPRESENTATIVES AS THIS WILL BE THE MEETING TO SHOW THE CCTV

- There is a situation which the Police need to bring to our attention which is asphyxia of customers who are held down in the wrong position, or with their face into the ground. This usually occurs in customers who are intoxicated on drink and drugs and when door staff hold down customers awaiting for police to assist then the customer could be at risk of asphyxia. The Police have acknowledged that when they assist a situation where a customer is being held down by door staff that they have a duty of care to make sure that customer is ok first before they find out what has occurred. Door staff are being briefed at their weekly meeting about the situation and to make them aware.

- The public toilet situation was brought up by the Police ? they advised that Inspector Hutchins wanted the toilets to remain open unattended 24 hours a day, 7 days a week. PC Hall advised that there are issues with this, the toilets will be prone to drug use and will probably be vandalised. The suggestion is to open the toilets on the same nights and times as Safe Space is open, so Friday, Saturday, Bank Holiday Sundays and when Carnage is on. The Police were advised that we had already discussed the situation in our members meeting and that Drift in The City had volunteered to trial keeping an eye on the toilets in the evening. The only issue is that they close at 1am so for a few hours the toilets would not be looked after. PC Hall advised that the police would check up on the toilets every time they were in the area. The city is going for Purple Flag status and for this the city needs to have toilet facilities that are clean and available so this issue will need to be addressed in the long term.
