Palmerston Road have been asking to have the Street Pastors on a Saturday night but the team isn’t big enough at the moment.There is a ball at The Oasis Centre tomorrow night, £5 tickets, you can bring your own drink.  Doors open 7pm and it runs until 11pm.  Neeta – PBCRPNeeta handed out a sheet – for the PBCRP members only due to data protection – advising people who we need to be aware of and not let in our venues.  Can all members please ensure they have paid the invoice – if you had a reminder letter this applies to you.Lyberry and Mini Box are not yet members of PBCRP.  Nicki – PCCThere will be a questionnaire coming out for us all to fill in soon relating to the service provided by the Licensing team.Nicki advised that someone from PCC will be attending our Pubwatch meetings from now on as it was noted that they have not been to one for quite a long time.White Swan asked Nicki about taxi marshalls – can they be vetted properly as they are not doing their jobs correctly. Nicki said she will feed this back to Alan Knobel.Late night levy – we all asked if we could be told more about this as soon as the council are aware.  Nicki advised that there will probably be no changes until after the Olympics and potentially October next year will see the changes happening.  Matt – PoliceA reminder that cigarette machines are illegal as of 1st October so make sure you don’t have one.There will be more Specials working around the city – we may see an increase in swabbing for drugs, wanding (for knifes) etc. The Police need the venue’s permission for these things as it would be a condition of entry for the customers.  No one at the meeting objected to this.Matt is getting the mobile phone theft posters done for each venue. There is a higher number of mobile phone thefts since the students are back.  Venues are advised to point out unattended bags and remove them and put somewhere safe.Freshers – it has been busy all the time, there has been a slight increase in drunkenness and thefts with people also preloading and drinking in the streets.  People are actually not committing an offence if they are drinking in your queue – you can’t actually take their drink off them legally but you can ask them to leave the queue and would suggest not letting them in the venue.Due to Data Protection laws all members need to sign a document to be handed out by Matt and returned please.Wiggle, the new Strip Club, opened up above the Surrey Arms and wants to join pubwatch.    Wayne – PoliceThere are going to be changes to Violent Crime Policing.  There will be an Early Intervention Team – comprised of 4 Officers. They will be able to come into venues and do strict licensing checks – this will commence as of 1st weekend in November.  It will not always be the same 4 Officers but will be uniformed police. The next pubwatch meeting is Thursday 3rd November at Hi

POLICE UPDATE – MATT

 

- Mal asked Matt what he knew about the letter received by Guildhall Walk premises inviting them to a meeting.  Matt wasn’t aware of the situation.  We asked if he could find out some information about what to expect in the meeting as some venues are talking about bringing solicitors and if it is just a briefing it might not be needed.  Matt said he will try to find out and let us know.

 - Matt advised that he has done some posters about Drug awareness and bad behaviour in venues and Mal will pass these round for people to put up.

 - As per the previous Pubwatch there has been an increase in mobile phone theft so we will also receive official posters for our venues to warn our customers.  Also if anyone has monitors/screens it would be really good if they could put safety messages on these throughout the night, including warning customers to make sure they keep their belongings on them or put them in the cloakroom.

 - Matt spoke to the venues in Gunwharf as there seems to be some confusion with what happens to customers who are ejected from the venue.  They are meant to be passed to CSO’s but some venues take them directly to the taxi rank without handing them over as they don’t feel the CSO’s are particularly useful.  There should be a meeting soon to discuss this issue with the venues in Gunwharf and the Management team.

 - A few door staff from Guildhall have had trials for assault and have been found not guilty – these are for Martin Ross of Club 8 and Ed Randal of Fuzzy Duck.

- There is an Orange order march in Southsea on Saturday 3rd September – it shouldn’t really affect any of our venues but just to let us know.  There is an affiliation with the EDL but it seems a bit more family oriented so shouldn’t cause a problem.

- There are now more new Pubwatch teams including Cosham, Portsea and a Football pubwatch.

- Matt confirmed that there are fruit machine thieves operating in the city again – he will try to get us pictures of these.  A few names that have come up are Anthony Sharwood, Craig Maw and Tommy Wheatcroft.

- There has been an increase of noise complaints from residents – just be aware and if you have a complaint just turn your music down to save any hassle!

- Matt confirmed that 1st October cigarette machines will be illegal – Trading Standards will probably come round to check so make sure you are compliant.  Cut the plug off the machines if you still have them to show they are no longer in use.

 

PBCRP – NEETA

 

- We brought up the issue that was raised in the members meeting about the Friday briefings being cancelled recently.  Neeta advised this was only happening when she wasn’t on duty on the Fridays and would look into this.  There are huge changeovers and they are getting a new database which will be up and running by next year so they are currently using the Police database to inform the door staff which customers are barred or causing trouble.  This Friday the meeting will be held as normal.

- The people who have exclusions will have pictures and the venues will be given the list.  The names that the door staff come back with after a Friday are just people who have been causing problems in other venues at other times so just to look out for them.

- Neeta will be sending out information about the new PBCRP Website and she would like all the venues to sign up and make sure they are using it.

 - There will be a couple more conflict taster sessions for team members (not door staff) being held on 20th & 22nd September, either 10am-1pm or 2pm-5pm so if anyone is interested please let Neeta know.  These courses have had great feedback already. You can send 2 people from your venue.

  

SAFE SPACE – JOHN

 

- John advised that the building work will be finished a bit later than previously advised, hopefully next week sometime.

 - Safe Space numbers have dropped over the summer as it has been a lot quieter in the town.  However, the percentage of attendees not needing hospital has stayed fairly similar.

 - John was not able to give us any update on Safe Space with relation to Stadium bar now not trading as the lease is tied in with that – once he has more information he will let us know.

 - John has asked that if any venue knows of any special nights or events they are running over Christmas that is different to normal to let him know.  His rota can be fairly flexible so if there is a big event on he would be able to be around.

 - Mal asked if John was aware of the dates of Carnage and Big Night Out, which he wasn’t, so Mal advised he would send those dates to him.

 

STREET PASTORS – ELLIE

 

- Ellie has confirmed that this time of year is always a bit quieter and will get much busier when the students get back.

 - The next street pastor quiz at The Trafalgar is on Tuesday 20th September.  If possible could you let Ellie know whether you are attending as they get really busy and it is easier to know numbers before the night.

 - There will also be a ball on 7th October – more info to follow.

 - Ellie thanked the venues who sponsor a Pastor – Wetherspoons being the latest venue to do so.

John – Ambulance update

 

- there will be some work being done to Safe Space in the next 1-2 weeks.  Toilets being put in, small kitchen area, moveable screening.

- The proper launch will happen when all this has been finished

- John now has a pub watch radio – his call sign is Mike Alpha. Obviously use 999 first for serious issues otherwise call John on the radio.

- They will be advertising the Safe Space more with a banner outside.

- John advised that the ambulance service is changing and will be run locally by a Trust.  A Trust needs a certain amount of people to join (at no cost) but you need to live in the area.  John handed out leaflets for everyone so you can join if you want to.

 

 

 

 

Ellie – Street Pastors

 

- The City centre is going well overall. 

- The teams were slightly unsettled after the incident last month when one of the Pastors was physically assaulted but they believe it was a set up.  No other issues since then.

- All the new recruits are now fully trained and out on the streets. 

- Ellie wanted to thank the venues who have sponsored a Street pastor – Liquid, Yates, Roast Bar.  They have also been sponsored by Diageo (drink manufacturer).

- Next quiz is at The Trafalgar on Tuesday 19th July £2 tickets in advance or £2.50 on the door.

 

 

Wayne – Police Update

- Wayne advised that since the Door staff issue has been highlighted and the video shown the number of door staff related incidents has dropped dramatically which shows this worked.  There were some mixed responses to this and some venues door staff have been unprofessional and used Facebook to vent their anger.  Venues advised that they found the CCTV meeting positive, it opened Managers eyes to some of the behaviour their door staff are displaying and to focus on how they operate.  Wayne confirmed that he works in the way of guidance and support and people shouldn’t be afraid to speak about issues with Wayne.

- We discussed as a group how to deal with door staff who use Face book unprofessionally.  Different venues say they already have policies in place and staff are aware that they are not allowed to put anything about their place of work on FB.  We all confirmed that we would speak to our teams to make them aware of this.

- Crime numbers are down slightly and the seriousness of incidents has reduced.  The most common thing is drugs – the amount found has increased but this is positive as it is a direct result of venue diligence and awareness.

- Bill advised Wayne of the barrier situation and that Ricky at Roast Bar had volunteered to be responsible for them during the week.

- EDL Rally – Wayne advised the route will incorporate Guildhall and Commercial Road but will give us more information nearer the time when they have it.  There has been no intel to suggest there will be any major issues but obviously they will let us know if they get any further information.

Pat – Street Pastors Update

 

- One recent incident involving a street pastor who got pushed over – this is the first assault in the 4 years of street pastors

- The Safe Space is moving to the Hippodrome (next to Stadium Bar) and will be manned by the Ambulance service and not the Street Pastors.  The Street Pastors will still have a radio link so will be contactable, and will most probably still use the Safe Space as their base but will keep us updated.

- Pat advised that the new team in Albert Road is going well and this may be increased to a Saturday and not just a Friday.

- The Safe Space flyers that we have now have the wrong phone number on them so please get rid of them.

- Pat wanted to pass on a message from Ellie – thank you to the venues who have sponsored a street pastor.  Also, the latest quiz was really good with lots of support.

  

John – Community Health Practitioner Update

 

- The recent US Navy visit went well with no incidents involving the visitors.

- In the last month 26 people have visited safe space for medical reasons.  Out of that number 11 went to hospital by their own way and only 6 needed an ambulance.

- John advised that the Safe Space came up for tender and the ambulance service won it.  They have moved the location due to the new venue being on one level and not having any steps which is much easier for patients.

- Safe Space is on the same radio and the hours are the same 10pm-3am.

- Bill asked what would happen with Safe space if the ambulance team had to go off and deal with an emergency.  Some times in the old Safe Space the ambulance would have to go off but the Street pastors were still on site to run it.  John advised that there will be more ambulance staff and that they wouldn’t be able to leave Safe Space unattended so if there were no street pastors around then the Ambulance simply wouldn’t be able to leave anyway.

  

Steve and Keith - Police Update

Steve had some points that Sgt Fewings wanted to bring up:

-The weekend with the US Navy went well and the city was perceived in a good light.  Great feedback from everyone involved so hopefully they will come back again in the future. Bill asked if we could feed this back to The News to show something positive in the city.

- 1 Punch Can Kill campaign – police campaign was meant to be 4 scenes over 4 consecutive weekends.  The first two were run but the second two couldn’t be run due to bad weather and low staffing levels.  The feedback has been fairly positive from the 2 that they did run.  Bill asked the question of what is the status of the campaign, how long do we need to be showing the posters for?  Steve advised that he was unsure and would check with Sgt Fewings and let us know.

-Door staff complaints – The Police are seeing an incredible number of complaints against door staff.  They have CCTV of door staff doing things the police are not happy with.  Sgt Fewings will be setting up a meeting with Licensees to show them the incidents.  If incidents are able to be justified they will be written off, if not they will be investigated.  There is no time frame for this yet but it will most probably be within the next few weeks as this is something that needs attention immediately.  If your door staff are on the video you should do what you feel is appropriate.  This is a city wide issues although primarily is affecting Guildhall area. The Police advise the door staff to wear the body cams as this is a great way of protecting themselves against false claims.  Bill advised the Police that as a pubwatch group we have suggested that we hold a meeting with our door company representatives to advise them of the current situation and would this be possible for the police to attend.  A date was agreed on Thursday 16th June to be held at Tiger Tiger at 3pm.  Venue representatives and door company representatives are to attend.  Each venue needs to invite their door company representative – please make sure though that NO door staff themselves attend, just the company representative such as owner or area manager.  Can the Door Company representatives please bring with them a list of door supervisors who work for them and their details to include the SIA numbers and contact details. – UPDATE ONLY LICENCEES TO ATTEND PLEASE – NOT DOOR COMPANY REPRESENTATIVES AS THIS WILL BE THE MEETING TO SHOW THE CCTV

- There is a situation which the Police need to bring to our attention which is asphyxia of customers who are held down in the wrong position, or with their face into the ground. This usually occurs in customers who are intoxicated on drink and drugs and when door staff hold down customers awaiting for police to assist then the customer could be at risk of asphyxia.  The Police have acknowledged that when they assist a situation where a customer is being held down by door staff that they have a duty of care to make sure that customer is ok first before they find out what has occurred.  Door staff are being briefed at their weekly meeting about the situation and to make them aware. 

- The public toilet situation was brought up by the Police – they advised that Inspector Hutchins wanted the toilets to remain open unattended 24 hours a day, 7 days a week.  PC Hall advised that there are issues with this, the toilets will be prone to drug use and will probably be vandalised.  The suggestion is to open the toilets on the same nights and times as Safe Space is open, so Friday, Saturday, Bank Holiday Sundays and when Carnage is on.  The Police were advised that we had already discussed the situation in our members meeting and that Drift in The City had volunteered to trial keeping an eye on the toilets in the evening.  The only issue is that they close at 1am so for a few hours the toilets would not be looked after.  PC Hall advised that the police would check up on the toilets every time they were in the area.  The city is going for Purple Flag status and for this the city needs to have toilet facilities that are clean and available so this issue will need to be addressed in the long term.

Non Members Minutes April 2011

PUBWATCH MEETING THURSDAY 7THAPRIL 

Krista Ford onbehalf of Ann Bartlett – Kyle Bartlett Memorial Fund (1 punch can KillCampaign)

- This campaign is currently running in Greater Manchesterand will be launched in Portsmouth on 1st May.  The campaign has been brought to the city byAnn Bartlett whose son Kyle was killed in Portsmouth on a night out 2 yearsago.

- The campaign has been bought to Pub Watch to ensurethat all the venues are behind the campaign and will give it theirsupport.  All agreed that they wouldsupport the campaign.

- It is a city wide thing and has already been taken toother Pub Watch meetings within the city. Sgt Fewings confirmed Albert Road andPalmerston Road Pub Watch groups were on board with this.

- The main aim of this campaign is to reduce alcoholrelated violence in the city.  It willincorporate educational awareness in schools, colleges and licenced premised.

- The launch of the campaign will involve posters beingdisplayed in each premises.  The posteris quite a shocking hard hitting poster which should make an impact.

- Posters will be sent out to venues before the RoyalWedding weekend.

- Mal raised a point with the fact that as the poster isquite shocking, it may not be appropriate to have in venue during the day whenfamilies are in eating.  It was agreed itwould be ok for each venue to manage the posters how they see fit, and couldput them up just in the evenings from 7pm.

- Future awareness could include the form of T-Shirts orbadges for the venues.

- Sgt Fewings suggested that a representative from PubWatch could participate in the project meetings for the campaign so they arefully aware of what is going on.

- There are no timescales currently for the running ofthe campaign, possibly a year and then it will be assessed.

- Members were asked if they would be happy to use barrunners with the campaign logo on which all agreed, and it was also mentionedthat we could participate in fundraising events or money collections ifpossible. 

Police Update –Sgt Wayne Fewings

- Sgt Fewings has asked that if any venues are going totake advantage of the hours grace given on the day of the Royal Wedding thatthey email licencing just to let them know so they can ensure the policing iscorrect for that day.  This will notapply to venues who currently open later than 1am though.  Any TENS need to be requested by 17thApril at the latest to ensure the 10 working days needed.

- Drug issues – last Pub Watch meeting the point wasraised of a general concern about cocaine use in the city and that it is on theincrease.

- Fleet and Babylon have done a drugs action plan whichSgt Fewings will be sending out to everyone.

- It is important to react if you believe you have a drugissue and anything you do which is proactive will be welcomed by the Police.

- The Iron Track has been used in Gunwharf and PalmerstonRoad recently with good results so it is something that may be used inGuildhall in the future.

- Sgt Fewings confirmed that if you are finding andreporting drugs this is a positive thing and not negative.  The only issues will be if a venue is takingno action when they know there is an issue.

- Bill advised Sgt Fewings of the taxi marshallssituation that was discussed in the members meeting.  The issue was raised about one venue not takingpart in the scheme and could the police or council do anything about this?

- Sgt Fewings personal advice is that to get rid of TaxiMarshalls will be a very bad thing and will have a detrimental effect on thearea.

- Bill confirmed that all the relevant venues (exceptone) were in full support of this and were happy to pay the money, but feelthat it needs to be controlled by the Council.

- Sgt Fewings will take our points and concerns to AlanKnobel  and let us know the situation.

- Mal offered to cover the taxi rank for an extra week ifwe needed more time to sort out the situation

- Section 27 is being used as much as possible todisperse people from an area for a certain length of time and if they don’tstay away they will be arrested. 

Pat – Safe SpaceUpdate 

- In the last month there have been 48 people who havecome to Safe Space

- 16 had to go to hospital in a taxi and 17 avoided goingto hospital due to Safe Space.

- Pat asked that if people are able to be walked to SafeSpace can you bring them rather than calling the paramedics away if notnecessary please.

- In the last 4-5 weeks the numbers have gone down as itseems there is slightly less violent crime occurring 

Ellie – StreetPastors Update

- The new street pastors are out on the streets sonumbers are increased.

- From this Friday, Pastors will also be patrollingAlbert Road.

- Funding is still an issue, can any venues pledge tosponsor a pastor and give some money to help with the scheme?

-Yates, Liquid and Roast Bar have already pledged £300and other venues said they will find out if that is something they could do andwill let Ellie know ASAP. 

John – CommunityHealth Practitioner Update 

- John asked what the feeling was on the Sunday after theRoyal Wedding, would it be busy?  Venuesagreed that it should be as it is a Bank Holiday.

- John advised he will be on holiday for a few weeksafter that bank holiday weekend. 

Neeta – PBCRPCrime Manager Update 

- Neeta asked that we make sure we are using the Red Cardscheme and giving them out please.

- Neeta confirmed that the Friday door staff briefing isfor PBCRP members only so if you are not a member please don’t send your doorstaff.

Pub watch Meeting Thursday 3rd March

 Safe Space Update

 - There have been over 100 people who have not gone toA&E due to being treated at Safe Space. There is a 2 month extension on the trial so please support this andmake sure people in need are sent to Safe Space. 

- A reminder for everyone that this is open Fridays &Saturdays 11pm-3am and also each time Carnage is on from 10pm-2am (Sunday’s).

- Pat commended some venues and door staff who are reallygood at walking customers over to Safe Space and handing over fully briefed.

- Pub watch members asked whether if possible Safe Spacecould be opened on Bank Holiday Sundays as there could be a need for it – Patwill look into and speak to Alan Knobel.

- Pat asked if there was any negative feedback – nonegative feedback from anyone.

 Street PastorsUpdate

 - Ellie advised that at least 50 people a month are beingsupported and sent home safely by the Street Pastors who are out until 3am.

- There are currently 45-50 pastors in the city centre,and although some will be leaving in April there are an extra 33 beingtrained.  They have 12 training sessionsincluding first aid and some training with the Police and will be out on thestreets from April.

- Pastors are looking to extend to Albert Road on Fridaynights.

- There is no grant given from the government to trainthe pastors this year, and to train a street pastor to the level required itcosts £300 per person.

- Bucket collections have been done in some venues andthis has been really helpful

- Can any venues pledge to sponsor a pastor and give somemoney to help with the scheme?

-Yates has already pledged £300 and other venues saidthey will find out if that is something they could do and will let Ellie knowASAP.

- The News has agreed to do a nice article if any venueis willing to help out, which could be good publicity.

- Mal suggested to Ellie that they could hold a fundraising event, such as a raffle etc to help to raise the money.  There is a quiz happening on Tuesday 15thMarch at The Trafalgar and support from venues would be appreciated.

 Community HealthPractitioner Update

 - John has confirmed that Safe Space has been great andhas meant a big reduction in people needing to be taken in the ambulance to QA.

-John reminded us of his job role which includes AlcoholEducation on safe drinking, liaising with venues if there has been an increasein call outs and incidents to try to find out why, visiting custody andspeaking to people arrested on alcohol related offenses, being out on patroland giving the First Aid training for the Street Pastors. 

- John does not currently have a PBCRP radio at presentbut this will shortly be rectified.

 PS Wayne Fewings –Police Update

 - Matt advised that the upcoming Carnage on Sunday 6thwill be policed by the armed response team (although they won’t be armed) andthe safe space will be open.  There willbe at least 10 officers and this is a training operation and not because thereare any particular problems.

- PS Fewings advised that there is a generic drug andweapons issue in the area and these seem to be on the rise. He has been intoseveral venues recently where the Manager and door staff are aware of theproblem but don’t seem to be doing enough to look after themselves.

- The advice from the police is to take the lids off thetoilet seats and make sure there are no clear smooth surfaces.

- Any concerns let the police know and they can work withyou to combat the problem, make sure you have a plan of action and are alwaysbeing diligent.

- Ensure when your door staff check the toilets that theymake a note of it and record any issues. Due Diligence is a venue’s one line ofdefence.

- PS Fewings was asked whether if a venue was searching morecustomers and therefore finding more drugs, would this be viewed as a positiveor negative thing?  It would be apositive thing as the police would know that you were being vigilant and doingyour job correctly and trying your best and making every effort to actcorrectly.

- With a large amount of drugs or someone you suspect isdealing drugs call the police as normal.

- ‘1 punch can kill’ campaign was mentioned – PS Fewingswill find out more about this campaign which will probably include aneducational campaign with schools such as a DVD, posters for venues, mediacoverage etc.  There is also a questionon who or how will this be funded.  Moreinformation will follow.

- Matt also advised that with Exclusion orders the courtsare meant to ban the person from all venues but they are only being banned fromthe venue which the incident occurred in. He will try to get this resolved to ensure barred from one, barred fromall.

• Stats
• 28 female 25 male treated 
• 31 females 5 males came in with people who have been injured or needed to have a talk.
• 3 females 8 males came in to have a talk
• Saving taxpayers a lot of money
• What sort of incidents have people had?
• Accidents whilst intoxicated 1 or 2 broken noses,
• Paramedics have been very helpful
• Target 10.3 people per weekend
• QA not as many people now maybe due to safe space at the moment
• Using police Pbcrp said they would give a radio at a discounted rate at £2 a week, and waver the members fee.

Police Update/Student Update


• No major issues although there has been a 100% increase in admissions at the hospitals, no major incidents thou
• Any changes?
•  Police presence has been very helpful fresher week seemed to run ok. 
• More issues union with locals trying to get in
• Students this year seem to mix better with locals
• A lot more people getting out of taxi with drinks still in hand
• Need to find away to work with university about preloading
• They do have a session at the union when they first start about preloading and how to act around Portsmouth
• Other issues doesn’t help when house masters are setting bad example
• Asda are they doing responsible retail.
• There has been a lot of focus on students a lot of negative press, recently councillor will not listen so will have to throw a positive spin on the licensing,
• Councillor “there for the people” did say if there is one more incident, what local councillors are saying not to do with police.

• Alan alcohol related admissions have reduced

• Carnage have said venues will complain with a few rules

• Safe space not be able to open, carnage will not make any sort of contribution, they provide stewards, and medical, last year only saw 10 people.

• Suffestion could the venues put up signs saying dnt drink on the streets, they will be fined etc, trying to stop pre loading.
• As venue managers maybe go talk to the students a combined effort. They just wont to have fun they don’t know any bettoer
• Would be good positive PR, go in as pubwatch and have representatives from council, target the head of teams etc.
• If we work together as a team we each know people from different societies, if we label as pubwatch

• Smaller pubs have improved thanks to san and fire service who have worked with them to get accreditations, bring up the standards of the little venues

• No info from council, test purchasing young person using fake id for door staff, if we can get them into the venue, borrowed id as well, will not be used at the bar, once it has been ceased game over, mainly looking at Southsea 8 last time 6 failed pubs on there own
